California Engineer Professional Licensing Guide 1. The PE name represents a high level of training, testing and experience. Being a PE offers you the full range of professional practice in California, including being able to bid for contracts and sell engineering and design services in the state. Structural, Geotechnical and Soils engineers are considered subspecialties of Civil Engineer and have extra requirements for practice. There are exemptions under certain conditions for manufacturing, for government, or for military work. In fact, a minority of graduates of US engineering programs become PEs; most use their training in positions that do not require licensing.
